Gauteng Organised Crime Unit officer Sergeant Fannie Nkosi, on Friday, had difficulty explaining his relationship with City of Tshwane chief financial officer (CFO) Gareth Mnisi at the Madlanga Judicial Commission of Inquiry.
Nkosi told the inquiry that Mnisi assisted him with job applications at the City of Tshwane.
“The way we communicated with the CFO, we declared each other as one,” he testified.
Nkosi said Mnisi also knew alleged member of the so-called group of five businessmen, taxi boss Joe Sibanyoni, but they had never been together in the same meeting.
He added that he had never been with his boss, suspended Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya, in a gathering with Mnisi and Sibanyoni.
According to Nkosi, Sibiya never interacted with Sibanyoni.
“I have no other relationship with Sibanyoni,” Nkosi told the commission chaired by retired Constitutional Court Justice Mbuyiseli Madlanga.
He said he has no reason to downplay his relationship or association with Sibanyoni.
Commissioner Advocate Sesi Baloyi SC asked Nkosi why he was deliberately downplaying his relationship with Sibanyoni. Baloyi said Nkosi had a more than casual relationship with Sibanyoni.
“I never had a problem with him; he never had a problem with me as well... I’ve got no other relationship that can cause me to distance myself from him,” Nkosi stated.
He added that he had no reason to distance himself from Sibanyoni.
Nkosi accepted that he was untruthful about the number of times he met Sibanyoni. In his testimony, Nkosi said Mnisi knew who Sibanyoni was after initially denying several meetings with him (Sibanyoni).
Nkosi also implicated City of Tshwane deputy metro police chief Umashi Dlamini in intervening with a dispute with a supplier. He said he was only intervening due to Mnisi’s frustration with a service provider threatening the municipality with legal action.
Earlier this week, the commission heard evidence that Nkosi attempted to capture Mnisi.
WhatsApp chats between Nkosi and Mnisi show that he was chatting with ActionSA MMC for Corporate and Shared Services in the City of Tshwane, Kholofelo Morodi, in December 2024, wherein he shared an address in Theresa Park with her, claiming he wanted her to address young women at an orphanage.
City of Tshwane Mayor Dr Nasiphi Moya announced that Morodi has been suspended pending an investigation following the claims that emerged at the commission.
“South Africans are all too familiar with political parties that are slow to act against allegations of impropriety or simply sweep them aside.
“ActionSA will never adopt that approach and, where any allegations surface, we will always act immediately to establish the full truth and mete out accountability where warranted,” the party said.
It backed Moya’s decision to institute a full internal investigation to ensure that the highest standards of integrity are upheld among its public representatives, with all allegations fully scrutinised.
The inquiry continues.
